PREAMBLE:

To answer the many security issues within our nation and communities, we proudly organize our civilian security network. Our members are skillfully organized in commitment to the security of self, family and community. Tracing our security tradition to the earliest English colonies in North America, our organization is oldest and most basic defense institution of the United States. Concerned Citizens are the original and best Homeland Security for America.

Our Creed:

We are a non-intervention community crime-watch and law enforcement assistance organization. We support our County Sheriff and local law enforcement agencies. When such agencies need more eyes and ears on the street our organization is available to assist. To accomplish our goals we regularly organize events that enhance skill, teamwork and generate an overall interest in our organization.

Our mission is to provide an organized means of citizen based security for our communities and to prepare for all possible threats including terrorism, violent criminal activities and even armed invasions of the United States. Our organization is prepared to provide security to private and public entities as required after and/or during a disaster, terrorist or other threat.

As voting citizens of the United States, we are dedicated to the freedom and patriotism on which our nation was founded. We defend the Constitution of the United States and it's inseparable the Bill of Rights. By protecting these laws the chains of oppression have been forever broken.

We are armed citizens and regard firearm skill and safety as an essential cornerstone of our organization. Our focus is citizen security and we train at regular intervals to maintain a highly organized and skilled membership that can answer to any threat that may be presented. The armed citizen was essential to the founding of our nation and we proudly continue this revered American tradition.

Serving our local communities, citizens dedicated to the security and greater good of our state and communities are The Citizen's Armed Security Corps.

CHAPTER I: Principles and Organization:

1.1.1 Becoming a "member organization" is achieved by adopting and adhering to this charter. All participating CASC organizations achieve unity in function and purpose by agreement with this charter.

1.1.2 This charter may be modified as needed by each organizaion. This charter may be amended by majority vote of organization members and all amendments sunset at the end of a Captain's term. All amendments and must be voted on again to remain an organization bylaw after a Captain is elected.

1.1.3 All CASC organizations adopting this charter are independent organizations. Each independent organization is a member of a single charter community. R

1.1.4 All organizations adopting this charter will be named "Citizen's Armed Security Corps" For Example: "Citizen's Armed Security Corps of Culver City, California." Optionally, an organization mascot name may be added.

1.1.5 All organizations that adopt this charter are responsible to maintain the universal integrity and purpose of the charter.

1.1.6 An organization may be chartered with a minimum of seven founding members.

1.1.7 Any community-based organization or group may use this CASC Unified Standard. Including: crime prevention; religious; educational; civic; fraternal; business; labor organizations; professional associations; or any group of concerned citizens.

1.1.8 When a CASC organization is formed under the auspices of a private organization the organization name must reflect the private nature of the organization. For example: "Citizen's Armed Security Corps of The Evangelical Lutheran Church, Good Town Florida.

CHAPTER II: Membership Requirements.

2.1.1

          All members must be United States Citizens.-14 mini-30

          Members over 18 must be registered voters in their state.

          Members must own a firearm of their choosing.

2.1.2 There is no maximum age restriction and the minimum age is 16. Members under the age of 18 must have signed parental consent on file with local CASC Captain. All CASC members are to maintain the highest standards of citizenship.

CHAPTER III: Election of Leaders and Promotions.

3.1.1 Each CASC organization is to elect an officer of the rank "Captain" every four years coinciding with the presidential election cycle. New organizations may elect a interim Captain prior to the election cycle. Members must attend the election ceremony to participate in the vote. An equal time forum must be provided for all members that wish to run for the office of Captain.i-30

3.1.2 At election time the organization Oversight Committee is to be determined. Each team will nominate one member to be placed in an oversight committee lottery. A member of any rank may be nominated. Twelve member names will be drawn from the lottery to determine the committee. Committee members are to nominate a Committee Chairman. If an Oversight Committee member leaves an organization before the end of term, the Committee Chairman will appoint a replacement. If the Committee Chairman leaves office before end of term, committee members will elect a new Chairman. mini-30

3.1.3 All members of the Oversight Committee will have access to all organization financial records at all times. All organization expenditures over $2000 must have Oversight Committee approval. The Oversight Committee is to meet a minimum of twice a year to review organization financial records. At the discretion of the committee an outside auditor may be hired at organization expense. The committee may call a hearing anytime to address any issue that may concern the organization.4 mini-30

3.1.4 The power to remove an Elected-Captain or other CASC officer from the organization resides with the Oversight Committee. An Elected-Captain may only be removed by a unanimous vote of the committee. An appointed officer may only be removed by a three-fourths majority vote of the Oversight Committee or by the Elected Captain. Rifles mini-14 mini-30

3.1.5 The power to appoint officers for the CASC resides solely with the Elected Captain. An appointment may only be stopped by a three-fourths majority vote of the Oversight Committee.les mini-14 mini-30

3.1.6 In the event an Elected-Captain resigns or is otherwise removed from an organization, the Oversight Committee will nominate a Captain to complete the term. Committee members are not eligible for this nomination. In the event the Oversight Committee removes an Elected-Captain from office a new election is to be held by the organization. 3.1.7 Any CASC Team Leader has the power to remove or suspend a member from the organization. The Oversight Committee may overturn such actions by unanimous vote. When such actions are overturned, the committee is to provide a written explanation of the reversal to the Elected Captain. It is then the Captain's responsibility to insure parties in conflict are reassigned to new teams. R

3.1.8 The elected CASC Captain may optionally be a full time paid position in organizations large enough to support the salary, typically over 800 members.

3.1.9 If the Captain is paid by the organization the Oversight Committee determines the Captain's salary.14 mini-30Rifles mini-14 mini-30

3.2.1 The office of Captain is not term limited.

3.2 The duties of CASC Captain:

3.2.1 CASC Captain is the elected Senior Officer for a CASC organization. The Elected-Captain has the full power to delegate, organize and direct a CASC organization during all organization activities. The Elected-Captain is to ensure compliance with state and federal laws and the bylaws of this charter.Rifles mini-14 mini-30

3.2.2 The Elected-Captain may appoint a Treasurer/Secretary and all other organizational officers.

3.2.3 Each CASC team consisting of 6 to 15 team members is to be assigned one "Team Leader" ranked officer. The Elected-Captain shall appoint these leaders. A member of the rank of "Sentinel" may be temporally assigned the duties of Team Leader or promoted. After one year acting as a team leader this member will automatically gain the appointment. 3.2.4 A member of the rank "Captain's Lieutenant" is to be appointed for every three teams or "Team Triangle". This member is an organizational officer assigned to direct all activities within a CASC Team Triangle. (See 3.6.1)

3.2.4 In organizations with 40 or more members the Captain will appoint one Sergeant of Arms for the organization.ifles mini-14 mini-30

3.2.8 Upon election as CASC Captain, the following oath of office shall be taken:

      "I (state your full name) the Elected-Captain of Citizen's Armed Security Corps of (your organization) do solemnly swear (affirm) that I will support and defend The Constitution of the United States; I will maintain the integrity of the CASC Charter, and the bylaws set-forth within; I now accept this office in good conscious and without reservation; So help me God.ini-14 mini-30

3.4 The duties of Team Leader:

3.4.1 Team leaders are the primary training officers for a CASC organization and should be well versed in firearm safety and be able to teach others.-14 mini-30

3.4.2 All recommendations for promotion to Sentinel are submitted to the organization Captain by the Team Leader.

3.4.3 Team leaders will record all team activities, performance and attendance as a permanent organization record.

3.4.5 The admission of new members as well as dismissals is to be submitted in written form by team leaders to the Elected Captain.

3.4.8 The CASC Officer's Oath: mini-14 mini-30

Upon being appointed to the rank of Team Leader or above, the CASC Officer's Oath will be taken in the presence of his or her peers and the organization Captain.Rifles mini-14 mini-30

      "I (state your full name) having been appointed as (state rank) in Citizen's Armed Security Corps of (your organization); do solemnly swear (affirm) that I will support and defend The Constitution of The United States and the laws of my state; I will maintain the integrity of the CASC Charter, and the bylaws set-forth within; I now accept this office in good conscious and without reservation; So help me God.

3.5 Sentry & Sentinel:

3.5.1 Consisting of a wide range of skills and educational backgrounds, these members are the heart of the CASC and provide the foundation for our organization. Rifles mini-14 mini-30

3.5.2 All members will be eligible for promotion to the rank "Sentry" after two months continued participation in the CASC. Weapon ownership and uniform requirements must have been met. Basic organization protocol and firearm safety training must have been received to obtain the promotion.

3.6 Captain's Lieutenant:

3.6.1 A Captain's Lieutenant is a team leader for the lead team of three grouped teams referred to as a "Team Triangle." Every three teams within a CASC organization are grouped into a "Team Triangle" with one lead team headed by a member ranked as a Captain's Lieutenant. The leaders of these three teams meet on a regular basis to determine combined activities for their three team group. One team group within an organization may consist of two or four combined teams to temporarily cover an extra or missing team.

3.6.2 A Captain's 1st Lieutenant is the organization second in command. One Captain's 1st Lieutenant per organization may be appointed by the Elected Captain.

CHAPTER IV: Ranks, Insignia, Teams and Uniforms:

4.1 Uniforms:

The CASC is a volunteer security organization and two uniforms are required that reflect the purposes of the organization. The primary uniform is intended for private security purposes and is similar to that which is used by a commercial security agency.

1.) All organizations must have a universal method that identifies members as private security officers. This uniform may include a cap, shirt, vest and/or jacket with the words "Security" imprinted plainly for the public. The uniform that is adopted is determined by each individual organization. Maintaining a security uniform is a charter requirement. Uniforms such as military BDU may also be optionally adopted for a work uniform.

2.) All organization uniforms must conform to standard uniform insignia requirements. i-14 mini-30

4.1.2 The United States Flag emblem patch will be worn on left shirtsleeve of all uniforms. Optional local organization emblem patch and state seal may be worn on right sleeve of all uniforms. Member's last name is to be imprinted above right shirt pocket or with pin on tag. Rank insignia are to be worn on collar and front of headwear. Security guard badges are not used with a CASC uniform

4.1.3 An physical activity uniform may optionally be approved. This uniform will be organization imprinted sweat and/or t-shirt, with matching shorts/sweats and socks. This uniform will be worn for physical education activities and sporting events.

4.2 CASC Ranks:

4.2.1 Our primary function is that of a community security organization and our rank system is intentionally unique to serve this purpose.

4.2.2 To maintain an effective community security organization, the CASC is organized along military lines. This in similar fashion to other civilian security organization such as the Civil Air Patrol.ini-14 mini-30

4.2.3 Promotions are based on leadership skills, CASC training and overall commitment to the organization. Prior military service or law-enforcement training may also hasten rank advancement. The CASC Elected-Captain must approve all promotions.

4.2.4 Officer appointments in the CASC should be thought of as a Captain's commission. Therefore, ranks may be skipped to fill such a commission. All ranks above "Sentinel" require a Captain's special officer appointment.

4.3 The CASC Organizational Hierarchy:

4.3.1

    Captain. Organization wide election by members. Addressed as "Captain."

    Captain's Lieutenant. Appointed by Captain and addressed as "Lieutenant."

    Team Leader. Appointed by Captain and addressed as "Team Leader."

    Sergeant at Arms. Appointed Color Guard leader and Chief Security Officer.

    Sentinel. Senior level member. Promoted by team leader and addressed as "Sentinel."

    Sentry. Member. Addressed as "Sentry."

4.4 Rank Insignia for Citizen's Armed Security Corps.

Due to availability rank insignia are borrowed from those of the United States Army and altered. For example: The Captain's Lieutenant uses the insignia of an Army First Lieutenant with added olive drab bar painted across the center. The insignia is masked and spray-painted the proper color. Enlisted ranks are used as is or altered by painting a color approved by the organization. All members wear rank insignia on collar and/or headwear. Rank insignia are readily available at military surplus supply stores.

Sentry (Security officer non-recruit.)

Sentinel (Senior Member/Assistant Team Leader.)

Team Leader (Organizational Officer Appointed by Elected Captain. Also, may be appointed as Color Sergeant.)

Sergeant at Arms. (One per organization. Appointed by Elected Captain.)

 

Captain's Lieutenant (Team Triangle Leader. See 3.6.1. Appointed by Elected Captain.)

 

Captain's 1st Lieutenant (Organization Leader and second in command. Appointed by Elected Captian. One per organization.)

 

Organization Captain (Elected by Members. One Captain per organization.)

CHAPTER V: Organization Requirements.

5.1.1 Each CASC organization is to be a private non-profit security organization. All organizations adopting this charter are to maintain the universal integrity of the charter. Power to amend this charter is dispersed throughout all charter organizations and custom amendments may be created to cover local organizations concerns.

5.2. Basic Drill and Ceremony:

5.2.1 Drill and Ceremony training is not a required CASC activity. However, CASC organizations participating in parades or similar events must provide this training to members. Rifle

5.2.2 The CASC will follow established guidelines as set forth by military protocol for Drill and Ceremony. Team leaders are responsible to train team members in the basic skills: Position of Attention; Dress Right Dress; The Four Rest Positions (parade rest, at ease, stand at ease, and rest); Hand Salute; The Three Facing Movements (left face, right face, and about face); Lining Up; Forward March; Left Flank; Right Flank; Halt; Fall Out; etc.

5.2.3 Organizations that never intend to participate in activities, such as community parades, may forgo most drill and ceremony training. However, all members are required to learn the position of attention, hand salute and at ease.

5.3 Color Guard:

Each CASC organization should whenever possible maintain a Color Guard. Any function requiring CASC Color Guard services will be carefully orchestrated for strict adherence to the rules of presentation for the United States flag. Proper protocol and respect for our national colors shall always take precedence.

CHAPTER VI: Suggested Weapon and Equipment Guidelines.

6.1 Weapon ownership and training is a requirement for all CASC members physically able to do so. Since our security organization is also potentially a state defense reserve all members are required to own a rifle and a hand gun is optional.

Weapon standards are merely a guideline and are not charter mandated. Members are encouraged (not required) to participate in NRA high power rifle matches and take a basic pistol safety or defensive course. Similar training and competition provided by the CASC organization is also desirable.

Any auto-loading rifle in .223 Remington, 7.62x39, .308 Winchester or 9mm is included as a charter guideline standard.

Suggested standard model: Scoped Ruger Ranch Mini-14 .223 Remington. Spare magazines should total a minimum of 40 rounds for model used. For example: Four 10/round magazines, or two 20/round magazines.

6.1.4 Members may choose to train as tactical-shooters using bolt-action rifles.mini-14 mini-30ini-14 mini-30

6.1.7 Members are not required to own a handgun. However, members are encouraged to select models in 9mm or .45ACP.

6.2 CASC Suggested Standard Equipment:

6.2.1 Each CASC member will keep ready, a minimum 100 rounds ammunition; two days water and non-perishable food; pocket knife; small flashlight; compact binoculars; first aid kit; personal hygiene items such as soap and toothbrush and small carrying bag or pack.

Security Uniforms should be kept updated for the current weather conditions. A minimum of one night vision device should be kept by each team. Each team member is to have a minimum of one hand held radio universally used by the team and organization. Members are encouraged to have access to a video camera for video-surveillance activities aimed at curbing crime.

6.2.2 Highly desired CASC organization equipment: cell phones; field glasses; body armor; night vision binoculars; ham radios; road flares and cones; shovels; GPS, chemical light sticks, generators; medical and first aid supplies etc.

CHAPTER VII: Training and performance standards.

The goal of this charter is to help members easily maintain long-term commitments to their CASC organization. Training and participation in the CASC is flexible but consistent.

7.1.1 Each team is to meet a minimum of once per month. This can be a brief meeting lasting about one half hour or as long as desired. The team meeting should include community information exchange, physical education or other training. The team's leader directs the focus of each meeting. Team leaders are responsible to see that all members meet organization-training standards.

Once per year each team will conduct a uniform inspection. Team leaders are to verify that uniforms are up charter standards. Two hours minimum required rifle and/or pistol practice is to be verified by team leaders every ninety days as a team activity. Team leaders once per month are to verify phone tree updates. Phone trees will include home, work, cell phones and pagers. Updated phone trees are passed up the to the organization's Captain.

7.1.2 Each organization is encouraged to conduct a minimum of four simulation exercises per year. Simulations may include search and rescue of missing persons; first aid training or other useful activity.

7.1.4 Organization leaders are to meet a minimum of once per month to maintain the organization. In small organizations this can be a combined team and organization meeting.

CHAPTER VIII: Mobilization Policies:

8.1 Security is the primary function of the CASC. Our constitutionally guaranteed right to not only "keep" but also "bear" arms is rooted in our common law right to an individual and collective self-defense. Organizations are to be well prepared to provide armed security and defense within their community.

8.1.1 This charter institutes a crime-fighting tool dubbed "The Video Lock Down." The weapons in this crime fighting technique are cell phones, pagers, hand held radios and most importantly, video cameras. Whenever a child is abducted or a violent crime is committed in our community, teams should conduct a "Video Lock Down." This entails all available members, immediately manning a prearranged post or route, with a video recorder. License plates of moving traffic throughout a community and its surrounding highways will be recorded, leaving a permanent record during those critical minutes after a serious crime has occurred.

8.1.2 Citizen's Arrest by CASC Members:

If not making an arrest doesn't pose a danger to the community, or the suspect doesn't appear to be in flight, CASC members should call and wait for law enforcement authorities. Citizen's arrests by the CASC will be conducted strictly observing local, state and federal laws. Suspects are to be turned over to law enforcement authorities without delay.

CHAPTER IX: Charter Limitations and Restrictions:

9.1.1 Each CASC member must be a United States citizen before serving under this charter or be in the process of becoming a citizen. mini-14 mini-30

9.1.2 Those advocating a creed, organization or movement, that is clearly hostile to United States Constitution, should never be admitted as CASC members. m

9.1.7 Unless employed for temporary state or national emergency, no CASC organization or member may accept payment from any governmental or private entity, related to service organized by the CASC or under the CASC Charter. All service conducted under this charter is to be performed on a volenteer basis and no member may work as a paid security guard or similar function under direction and/or supervision of a CASC organization.ni-30

9.1.8 Local modifying charters may be created to comply with local, state or federal laws, and appended to this charter. Amendments to this charter are limited to a Captain's term and must be voted upon every four years to remain an organization bylaw.ini-30

9.1.9 Restrictions for team formation: It is the intent of this charter that standard teams maintain between six and fifteen members. However, larger or smaller teams may be created for any purpose deemed beneficial to a CASC organization.

9.2.1 Teams must be fully functional in the absence of members having civil obligations in time of crisis.Rifles mini-14 mini-30

9.2.2 CASC organizations may share a legal defense fund, or share expenses for services provided by third parties that benefit the CASC Charter Community as a whole. Riini-mini-14

9.2.3 The primary intent of this charter is to create a highly respected civilian security force and non-intervention crime fighting organization.

9.2.4 The CASC will hopefully never need to act in armed defense. However, It is mandated in this charter, that members keep and bear arms. No modifications may be made to this charter that weakens the armed defense capabilities of the CASC, or lessens the training requirements for such defense.

9.2.5 This charter is not to be used as a political platform. It is the intent of this charter that the CASC remain politically neutral and avoid engaging in political activism.

9.2.6 It is the intent of this charter that all CASC organizations welcome, and actively recruit from the general public.

9.2.7 The intent of the charter is that each CASC organization function as an non-profit volunteer security agency and secondarily as an emergency state defense reserve.

9.2.9 It is the intention of this charter that CASC function primarily as a citizen security network and secondarily as an emergency defense reserve.

9.3.1 The CASC may augment, but is not intended to replace the National Guard, or other armed forces of the United States. All CASC organizations are available to the service of state commissioned officers during any state of emergency declared by the governor. No modification may be made to this charter that would deny constitutional service if requested within the scope of this charter.

9.3.2 Active duty members of the armed services may not serve in the CASC. National Guard members, and other reservists of the United States Armed Forces, must have completed their obligation before serving under the CASC Charter. c

9.3.3 Under this charter, service in the CASC is voluntary and not compulsory. No CASC organization may draft contracts, or enlistment agreements for members.

9.3.4 Although not primarily organized as a state militia we are prepared to act as a defense reserve for our state if required. Potentially our organization may be "called-forth" by the proper constituted authorities to serve as a defense militia should our National Guard become unavailable. Organizations with over fourty members should send a letter to their governor informing that they are available for emergecy security or other services for the state in the event the National Guard is depleted or needs to be relieved to perform other duties.

9.6 Starting a CASC organization:

Any community-based organization or group may use this CASC Unified Standard. Including: crime prevention; religious; educational; civic; fraternal; business; labor organizations; professional associations; or any group of citizens.

9.6.1 The founding process:
You may distribute copies of this charter along with a meeting time and place for interested parties to attend and discus the creation of a new oranization. If you are not creating a private organization then a public notice may be placed in local area newspaper announcing the formation of a CASC organization in your area. The ad should make a request for qualified leadership to come forward. The date that a Captain for the organization is to be elected shall be posted in the notice. An informational web site should be posted in the ad. This charter and other important announcements should be posted at the web site. After the founding process is complete, a local web site should be maintained and advertised by your organization.

Sample Invitation that can be distributed to your friends and neighbors:

You are invited to attend the first meeting of a newly formed Citizen's Armed Security Corps organization. The purpose for activating this organization is to provide our community with a group of citizens that are able and willing to provide an organized method of security for our community should the worst case scenario present itself, such as terrorism or natural disaster. We will also be looking into ways we can assist our local law enforcement by providing more eyes and ears on the street during peek times known for problems in our area. This assistance will be completely non-intervention in nature and will simply consist of teams working together to report potential criminal activities to our authorities.

When we meet there will be a round table disscussion between all interested parties. We expect to select a leader that can function as our organization Captain until the next presidential election cycle when there will be an organization wide election for this position. Once we have elected this leader we will then divide up into teams of six or more and allow our elected Captain begin the process of selecting leaders for each team group. Once teams have been created we will meet on a regular basis once per month. Those that are selected as team leaders will also hold a leadership meeting once per month with our Captain to maintain the overall organization and to organize events and training activities. To maintain unity our organization will abide by the bylaws of the Citizen's Armed Security Corps charter and any further bylaws we as an organization decide to amend to the charter.
